In October 2005, the European Commission - Directorate General Health, Consumer Protection and Environment (DG Sanco) launched the Green Paper on Improving the mental health of the population: towards a strategy on mental health for the European Union. The Green Paper triggered a consultation process which is expected to lead to the establishment of a Commission proposal for an EU-strategy on mental health by the end of 2006.
ECCL's response focused on section 6.2 of the Green Paper "Promoting the social inclusion of mentally ill or disabled people and protecting their fundamental rights and dignity" and was submitted in April 2006.
