Report on Intellectual Disabilities Crosses Ethnic Boundaries in Bosnia and Herzegovina

 

Political upheaval in Bosnia and Herzegovina in the nineties has left a legacy of decentralised authorities, lack of political will and responsibilities and unequal social services divided between Cantons. The national authorities have yet to take appropriate actions on the nation-wide level regarding key issues affecting people with intellectual disabilities such as education, employment, community-based support services and basic medical assistance.

These were the conclusions of the country report for Bosnia and Herzegovina undertaken by Inclusion Europe along with partners Zivotna Pomoc and Hilfen fur behinderte Kinder und ihre Familien in Bosnien e.V, Germany. A blueprint for change has been suggested to address the discrepancies which create widespread discrimination against people with intellectual disabilities and their families.
